TORONTO (Reuters) – Canadian toymaker Mega Brands , which has been trying to recover from a big product recall several years ago, filed a Chapter 15 proceeding in a U.S. bankruptcy court in Delaware, clearing the way for a key recapitalization vote next month.

Willcom files, seeks rehab under ETIC
Willcom Inc., a struggling telecommunications company, filed Thursday for bankruptcy protection with the Tokyo District Court. The provider of personal handy-phone system services, a no-frills, low-cost mobile telephone system, hopes to tap a government-backed turnaround body for funds to help turn around its fortunes.
